Windows 10: 100% Disk usage after fresh install of windows 10 and a clean hard drive

I've been using my pc for the last few years letting it sit for hours until the disk consumption went down. I tried to change some settings to see if I could lower this consumption and I succeeded but my computer continued to run slow.Yesterday I did a fresh install of windows to see if I could fix my pc but I still see 100% disk usage.I have done all possible tests and the computer seems to be in good condition so I don't think it is something hardware related.I am using a DELL Inspiron 15 7000 Gaming i5-7300HQ 2.5Hz 64Bit 8GB RAM Windows 10Thanks in advance.

Question:

Is it normal for my disk usage to be at 100% for 1-2 minutes from doing tasks such as using 3-4 tabs on Firefox and using the Windows app ''Groove Music''

Back Story:

So I started consistently getting 100% Disk usage after 2 years of the PC running smoothly. I tried everything out there to try fix it, even though it did not effect performance. After not being able to resolve the issue I ''Reset'' my PC. This cleared my
hard drive and everything on it and created a fresh install of Windows. The performance is a little better as expected with a fresh start. I have ruled out the possibility of it being Data/Apps causing the 100% disk usage (as i cleaned the drive) and ruled
out the possibility of it being Windows causing the problem (as i reinstalled windows)

After Fresh Windows 10 Install:

I notice the 100% disk usage now after resetting my PC is only hitting 100% for 1-2 minutes at most and remaining at 0%-10% when idle.

I haven't noticed any difference in performance even before resetting my PC but what i see in task manager is that the following applications are using the disk usage

Antimalware Service Executable

Service host: Sysmain

Internet Browser: Firefox

Windows App: Groove Music

Question:

100% disk usage on Windows 10

I have been having 100% disk usage off and on for several months. I have tried all steps from every suggestion I can find and nothing resolves the issue. I finally reset to a fresh install of Windows (wiping out all of my files and programs). Here I am
with nothing on this computer, two programs open (Task Manager and Chrome), bouncing between 22-100% disk usage. Please help! I'm at my wits end! I have a Intel Core i7-7500 CPU @ 2.75 GHz, 2tb hard drive and 16 GB RAM

 

Windows 10 1903 100% disk usage

Dell Inspiron 3650 desktop less than 2 years old
Used mostly for news, e-mail, running Bionic Manager for running SETI@home.
Problem started about 4 weeks ago.

Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz
Ram 16 gb 1600, 2RX8, 4G, DDR3L, U
AMD Radeon (TM) R9 360 2 gb video card
HARD DRIVE, 2T, S3, 7.2K, 512E, SGT-GRDABP2 Seagate drive

win 10 pro 1903 (OS Build 18362.207 )

Keep getting 100 % disk usage .
Some times also goes to 100 cpu usage.
Ran dell hardware test passed
Tried safe mode same issue 100 % disk usage .
Tried reset keep my files - same 100 % disk usage .
With no additional apps installed
Took system under warranty into Bestbuy - Cant find any issue with pc ? They had system for 3 days.
Tried reset clean drive - - same 100 % disk usage .
Download win 10 ISO from Microsoft web site.
Formatted drive, installed Windows 10 1903 home.
Used key to upgrade to windows 10 Pro same 100 % disk usage .

Only with windows 10 application on pc same issue 100 % disk usage .

Any suggestions ?
