Windows 10: 100% Disk Usage on Windows 10 - Isuue has some relation with the USB installation pendrive

I did a reinstallation of windows 10 in my laptop but it created a issue of 100% disk usage and this issue is not becuase of any service or update or driver. But Actually this isuue has some relation with the USB installation pendrive Because when i inserted that pendrive, immediaetly the disk usages reduced to 50% from 100%. And when i eject that pendrive, immediaetly it increses from 50 to 100%. I have reistalled the window 4 times and each time same issue occurs. I changed the pendrive but same issue occurs. And that Installation usb is made by official microsoft software, which directly do

So i faced State Repository Service bug in fresh installed Windows 10 only in first install. Why?

So why many peoples get that issue only when clean install Windows 10 due to pendrive usb to formatted disk?

I get that issue on my new pc. I booted installing Windows 10 from pendrive usb. Formatted ssd. And install Windows 10. And when i installed W10 1709 i get that issue. But after 3 restarts was fine.

I tried to reproduce this issue by formatting again and installing again but no luck. Any ideas? It was hardware related or more software? Memtest no errors

 

Disk Usage 100% Windows 10 Pro

I tried all of these steps, and yet nothing has worked. I downloaded the tool and made a clean installation of windows, yet the disk usage was still 100% right from the beginning. I then installed the tool software to a usb and installed using that. I
deleted all of the pre-existing partitions. At first the computer was fine, but the second I began to download google chrome and install my drivers, the disk usage got stuck at 100% again.
