  5. Hmm.. My Windows Update also wasn't working, and was giving me error 0x80070643 trying to update Windows Defender definitions. Even trying to update them inside of Windows Defender, wasn't working! I even saw a weird message, in Privacy settings, saying "some settings are controlled by your organization", even though this PC isn't related to a domain or business account at all!

    I did some digging, stumbled upon this link:

    ... and somehow got things working again on my PC.

    I can't help but to think that this problem is somehow related to the DiagTrack issue, like one caused the other. I can't confirm that, but that's my hunch.

    SO....
    I have 2 more workarounds for people to try. Can you please try them, one at a time, and report your results?

    Workaround: "Diagnostic and usage data" change (courtesy of Dylen67 - Thanks Dylen!)
    - Open Settings -> Privacy -> Feedback & diagnostics ->
    - For the "Diagnostic and usage data" setting, what is your current setting?
    - Change it to Basic
    - Restart the PC
    - Check Resource Monitor - Is "WPR_Initiated_DiagTrackAotLogger_WPR System Collector.etl" still causing near-100% hard disk usage?
    - Change it back to your original setting
    - Restart the PC
    - Check Resource Monitor - Is "WPR_Initiated_DiagTrackAotLogger_WPR System Collector.etl" still causing near-100% hard disk usage?

    Workaround: Manually reinstall Windows Defender definitions
    - Open Settings -> Update & security ->
    - Click "Check for Updates". Do you get error 0x80070643 updating the Windows Defender definition? Only proceed if you are getting that error.
    - Right-Click Start -> Command Prompt (Admin), and run the following 3 commands:
    cd %ProgramFiles%
    cd "Windows Defender"
    mpcmdrun.exe -removedefinitions -all
    - Open Windows Defender
    - Click the Update tab
    - Click "Update definitions". It'll take a while to download the FULL definitions. Did it work? All green?
    - Restart the PC
    - Check Resource Monitor - Is "WPR_Initiated_DiagTrackAotLogger_WPR System Collector.etl" still causing near-100% hard disk usage?

    My PC works normally now, but I'm not sure if only 1 of those workarounds was required, or if both were required. *Smile

    I have my own antivirus, so windows defender is turned off, but the settings change for the diagnostic and usage data setting appears to have worked. I havent yet restarted my computer, but disk usage tanked when I changed the setting.

    I too created account to say thanks to all who provided suggestions. As soon as I changed my privacy setting to Basic, CPU utilization dropped from 100% to about 25 without reboot. After reboot it is hovering around 2%.

    I am not familiar with the Feedback app referenced by Jacob -- can anyone provide more info so I can add to the feedback for MS?

    Click Start, they type "Feedback". You should see a "Feedback Hub" app. In it is a feedback section, where you can search for Problems and Suggestions that the community has reported, and Upvote the ones relevant to you. If you can't find an item that describes your problem/suggestion, you can create your own feedback item! The app can also be used to "monitor while you reproduce" an issue, send Microsoft a screenshot, and comment on existing items.

    Supposedly, Microsoft uses it to basically prioritize problem fixing, and prioritize suggestion implementation. Sometimes they even respond in a comment *Smile
