    16MB partition on newly installed non OS drive?

    MSR or Microsoft Reserved Partition, it´s standard on GPT disks. Search MSR for more info.

    I probably don't have a solution but would ask if the drive in question was connected in the computer when Windows was installed? If so maybe it is a marker required by Wiindows, a test would be to unplug it then boot the computer just to see if it's required to be there. I did that once some time ago, removed the second or D: drive, couldn't boot and ended up with reinstalling with only the main drive connected.
