1703 to 1709 update fails with 0xC1900101 - 0x20017 error code

Trying to update an existing Win10 1703 to 1709. It fails consistenly with the following error messages:
=======================
We couldn't install Windows 10
We've set your PC back to the way it was right before you started installing Windows 10

0xC1900101 - 0x20017

The installation failed in the SAFE_OS phase with an error during BOOT operation
=======================

Per this web page, the 0xC1900101 - 0x20017 error code means that there is a problem with a driver, and recommends checking the setupact.log and setuperr.log files for additional information. Looking at these files, I can't figure out what's going wrong. I'm attaching them to this post in hopes that someone else can glean some info from them.

I've updated all the drivers on the machine and the problem persists. I have also done the following in an attempt to get past this problem:
- ran chkdsk c: /f
- ran disk cleanup utility
- tried the update from a clean boot

I'm attaching several files in hope that someone can provide some assistance with this issue.

I'm not an expert but I'd try uninstalling "instant housecall" and "Seagate dashboard 2.0", reboot, and try again.

I had a quick google but it isn't obvious what these programs are supposed to do. If you use them you can normally reinstall after the upgrade anyway. I do with some Windows 7 games.

From your log... Code: 2017-11-24 22:22:31, Error CONX Windows::Compat::Appraiser::WicaApplicationInventory::AddItemProperty (546): App Inventory returned duplicate file c:\program files (x86)\instant housecall\instanthousecall.exe.[gle=0x8007000d] 2017-11-24 22:22:31, Error CONX Windows::Compat::Appraiser::WicaApplicationInventory::AddItemProperty (546): App Inventory returned duplicate file c:\program files (x86)\seagate\seagate dashboard 2.0\seagate.dashboard.daswindowsservice.exe.[gle=0x8007000d]

Mahalo for the response. Instant Housecall is a remote access program, and the Seagate Dashboard is for an external Seagate USB drive. Both are easily uninstalled and re-installed. I can try this the next time I get the machine from my friend.

Also, I forgot to mention that I'm running the update from the C: drive. I downloaded the iso file and then used 7zip to extract it to a folder on C:\.

You don't have to extract an ISO any more in Windows 10. Just double click on it an it will mount automatically and assign a drive letter.

Then you can run F:\Setup.exe (or wherever it mounts).

I have seen issues where you should copy the whole ISO from your C volume elsewhere (or v.v.) before you do this but this doesn't sound like it. You could try that though.

Try just double click on the ISO to mount it then run setup. If it doesn't work cut/paste the entire ISO to another drive, double click to mount and try again.

The setuperr log is very small.
Is there another setuperr log?

1) open administrative command prompt and type or copy and paste:
2) sfc /scannow
3) dism /online /cleanup-image /scanhealth
4) dism /online /cleanup-image /restorehealth
5) chkdsk /scan
6) when these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
7) open disk management > widen each the volume and status columns so that the contents of all rows are in full view > post an image into the thread

8) This is the DM log collector that we use in the BSOD forum. In addition to mini dumps it will collect: msinfo32, dxdiag, install, uninstall, hosts, drivers, event viewer, etc.
Please run it and post a zip into the thread.
BSOD - Posting Instructions - Windows 10 Forums

9) download and install everything: voidtools
10) look for the panther folder: c:\$windows.~bt\sources\panther
11) inside the folder look for
a) any rollback file
$windows.~bt\sources\rollback\setupmem.dmp
$windows.~bt\sources\rollback\setupapi\setupapi.dev.log
$windows.~bt\sources\rollback
$windows.~bt\sources\rollback*.evtx
b) a new larger file of setuperr
c) setupapi.dev.log
d) setupmem.dmp
e) *evtx
f) bluebox.log

Use one drive or drop box to post any of the found logs.
