Windows 10: 2 hour wait and black screen bug

So I was just using my computer normally, and then I decided to restart my computer because of my games wasn’t working properly. After that, I typed in my pin and got a black screen. I then decided to restart it again and then it gave me this message “This sign in option is disabled because of failed sign in attempts or repeated shutdowns. Use a different sign in option or keep your device powered on for 2 hours and then try again”. I have no other sign in options, and when I click “I forgot my pin,” it keeps refreshing back to the pin typing place. I decided then to wait 2 hours, and after t
