    Just got a refurbished Dell Inspiron laptop. It did not have the April Windows update. Tried to download it; update stalled at 99%. Then went to Windows Update site, found I needed updates: 2018-07 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4338826).

    This update has been stuck at 70% for an hour and a half. Where do I go from here?
