Windows 10: 2019-09 Cumulative Update for Windows 10 Version 1903 KB4515384 disables settings and search

My computor keeps updating the above and each time I have to uninstall through the catalog as I lose access to Settings and the search function. How do I either fix this or change it so that my computor does not automatically update as I uninstall and the system installs automatically. Please help this has wasted days of my time trying to fix.

Windows 10 1903 Enterprise language bar disappear after login with 2019-09 cumulative update KB4515384 installed

After (automatically) installing 2019-09 Cumulative Update for Windows 10 Version 1903 (KB4515384), the language bar disappeared after login. On the login screen it shows normally and can be used to switch languages. Running ctfmon has no effect. In addition,
in the Language options, when choosing 'Add a keyboard' for Chinese (Simplified, China), all of the two keyboards are gray and cannot be added. Another new language (tested Chinese Traditional) can be added but when adding a new keyboard all options of keyboards
are also gray.

After uninstalling KB4515384 in appwiz.cpl (Programs and Features control panel) and restarting, the language bar appears normally and adding a new keyboard option is no longer gray.

New 1903 updates are not getting installed

The new updates namely "2019-09 cumulative update for .NET framework 3.5 and 4.8 for windows 10 version 1903 for x64 (KB4514359)" and "2019-09 Cumulative update for Windows 10 version 1903 for x64 (KB4515384) prompt me for a restart to finish the installation
but during the restart process it says "Couldn't complete the update. Undoing the changes". When (after an awful lot of time) it finally completes the process, the updates are still there. Can someone help me to do something about this please?

Oh, I gotcha.

The names of each of those are different, you would download the one that corresponds to your system and if it is 32bit or 64bit.

Most likely it would be the one named:

2019-09 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for x64 (KB4514359)

Also if you install the cumulative update for 1903 (if it is not already installed) it should make sure many other updates are installed as well.

The correct one for you is most likely KB4515384
