Windows 10: 2022-09 Cumulative Update for Windows 11 for x64 based systems KB5017383 Could not install...

I recently have tried to open my microsoft store and it just gets stuck on the loading screen, so I figure maybe I needed to update my system. I go into updates and I am met with this message, I hit download and install, retry, refresh and turning off and on. I tried to download the update manually, and was met with Windows Update Standalone Installer encountered an error 0x80070422. I go into my services app and see windows update is disabled, so I try to change the option to automatic and manually but each time I get a Access Denied message. I tried launching serviced as an admin and no lu

I have tried downloading multiple times, but it keeps saying its was unable in install.

 

Can't install 2022-08 Cumulative Update for Windows 11 for x64-based Systems (KB5016629) AND (KB5016691)

It's Sept 20 and now it's the 2022-09 Cumulative Update (KB5017383) that still fails every time. I've have tried every suggested solution short of a clean windows install. This has got to be fixed. Will the new 2022H2 update even install while this one continues to fail? This is simply ridiculous.
