Windows 10: 2023-04 Cumulative Update for Windows 11 for x64-based Systems KB5025224 NOT WORKING

Help I cannot fix this problem with the latest windows 11 update After automatic update of below 2023-04 Cumulative Update for Windows 11 for x64-based Systems KB5025224 I then get the error Something didnt go as planned dont worry undoing changes restart your pc I went to system troubleshooter other troubleshooter windows run i then get the message saying it has fixed the error BUT obviously it has not as I am back to original warning... YOUR DEVICE IS MISSING SOME IMPORTANT UPDATES

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023
