Windows 10: 2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems...

I've been trying to troubleshoot 2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems KB5030310 failing to install for a few days. Tonight I discovered that it was successfully installed on 9/29. Update still wants to install it but it fails every time with error code 0x80070002.

I keep getting this while trying to download the update:

"2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310) Download error - 0x8007000b"

Is this a known issue?

Why does Windows update 2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310) fail to install when it's not for my co-workers? All other updates are downloaded and installed with no problem. I believe this is the Pre-CoPilot update that I have been waiting for. Install error Install error - 0x80070002.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)
