Windows 10: 2023-10 Cumulative Update Preview for Windows 11 Version 22H2 for ×64-based Systems...

Update ran successfully, but the Start Menu no longer appears and there is no way to access it Start icon, etc. unresponsive. Checked Personalisation > Start settings, all OK. Rebooted several times, to no avail. Considering reversing update, if no success soon in opening the Start Menu. Clicking Start icon gives brief hourglass pointer icon, then nothing else.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

• the above update is downloaded and tried to install in my hp pavilion laptop.
  
• the update is successfully downloaded while installing it is throwing an error says that error "Install error - 0x800f081f".

I keep getting this while trying to download the update:

"2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310) Download error - 0x8007000b"

Is this a known issue?
