This keeps on failing, rolling back and then trying to install again (stuck in loop)

I have tried disabling anti virus software and firewall but still no joy

Gets to 98% and then fails

Please can someone help me?

windows10.0-kb5031356-x64_0d31171765b9155826bfa774366e3d63c891a290.cab but I have no idea how to install it [and I don't know what a dynamic update is anyway]. Neither it nor its several levels of subsidiary cab files contain an inf file.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)
