Windows 10: 23H2 Win 11 / Window shrinking animation when dragging with Pen Wacom or Touch

Hello and happy new year to everyone.I have recently upgraded to Windows 11 and even though everything is fine I have one issue that is only present to 23H2 update.I am using a Wacom Tablet Pen and when I drag a window, it shrinks down the window and creates an effect - outline around it that make the explorer window harder to move but also laggy even though I am on a beefy PCI tried that on another PC with Win11 22H2 version and this effect doesn't happen.I have tried everything, turning off animations, accessibility settings, pen settings, Wacom settings, nothing works. Wacom Pen & Touch has settings changed by Windows Update

UPDATES have frequently return my custom setting on my Wacom Pen & Touch to the default. I realise that we users of Graphics Pads are a minority but why does this happen with a device from the major manufacturer of such products. Windows 8 constantly lost
the custom settings and bar the problem with Windows Ink I have had little trouble with Win 10 until recently. I do not have handwriting enabled as the panel had a **habit of popping out at the most inconvenient times. A number of recent updates changed
my settings to the Default and I am now finding Wacom Preferences is losing the custom settings on a regular basis without the aid of Win Update.

Anyone have a clue, please?

Wacom Windows Ink, Wacom 4 finger and Windows Pen & Touch (the latter now inaccessible) all had problem with some conflict or other. The Windows Control Panel/ Pen & Touch may be cured (unsure as yet) but Win Ink still conflicts with some right click functions,
for me anyway.

** I need to recheck if this behavior still exists as it was impossible to live with and needed to be "on demand only"

So I recently got a 2-in-1 device with a wacom digitizer, for uni. I ran into an issue I have now seen addressed by many people on the web, but none of the recommended fixes have worked for me.

Fixing imprecise stylus drag in Windows 8 & 10

TL;DR There is a slight delay before dragging action by the stylus is recognized. The suggested fix is to turn off flicks and "Press and hold for right click" in the Windows 10 "Pen and Touch" (under the "Pen" section) settings, which I did.

I ended up having to turn off the Right-Click function in Touch settings also, before the functionality disappeared, which makes absolutely no sense on windows' side. This also didn't remove the delay. I also have all the latest drivers. Is there anything to be done about this ridiculous bug by Microsoft?

Your best option is to ask Wacom support, or in a Wacom forum.

If pen and touch do not work in neither Windows 10 nor 8.1 it is possible there is a hardware failure in the tablet.
