Windows 10: 2nd screen randomly flickering really strong (attached image)

Hey guys, so my setup is fairly new and sometimes on startup my 2nd screens looks like in the attached image. I only found the solution to just restart. But to not have this on startup is just luck I guess. The screen still gets detected tho. I can even drag programms there, I just can't see them behind all the flickering.
My main screen is attached via HDMI, the 2nd one via DVI, if that's any help

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

• Have you made any changes on your device prior to the issue?

Radeon HD4850: randomly flickering screen

Hi guys, I guess that after several attempts to fix the issue myself, my trusty Sapphire Radeon HD4850 (cooled by a Scythe Musashi) still seems to randomly cause screen flickering (i.e. getting black for roughly a second). Randomly? Yes, it even stayed away more or less, for roughly two weeks (though I haven't been using the pc much, during the weekends due to not being in my student city (-->something with parents *Wink )).
Overview on the matter, as far as I can give it:

• It started with getting BSODs when gaming. I reapplied thermal grease and the card seemed to be fine.
• While BSODs stayed away, I had some screen flicker (don't remember for sure whether I had them during the BSOD period too), and did a driver reinstall.
• The problem persisted, as it seemed a while later so I updated them to Cat 11.4.
• Update to Cat 11.5
• As it did not help, I tried swapping the PSU (OCZ ModXstream Pro 600w) for my Corsair VX550. Oddly enough, when I wanted to stress the pc with OCCT I noticed weird CPU clock speeds (lower idle and load speeds being reported while this was not the case before with the same tool). I therefore went into the BIOS and chose to reload the defaults, to set them at the correct values afterwards. This solved the clock speed mess-up.
• I have a few suspects: Graphics card, motherboard (maybe I should flash the BIOS?), my monitor and the Belkin power socket box that I have (a Belkin Surgemaster).

Does anyone have a clue?
