Windows 10: 3 recent pc build frooze at start up for 30 seconde then boot normaly Win 11

i have tried everyting from changing gpu to ram and powersuply . i did not have this problem with my i9 9900k Gigabyte Aorus z390 pro wifiBut my 3 recent build have this problem Gigabyte aorus elite z690 ax ddr4Gigabyte aorus elite B660m ax ddr4Gigabyte aorus elite Z790 ax ddr4i have at least 20 set of memory module that all work with my old z390 motherboard that ive tried so it cant be the memorySo far the only thing i have found that seem to cause this is the 3000 serie Nvidia RTX because i have 4 diferent model that does this and my 1080ti dont and i have tried diferent mvme ssd even sata o

Hitman 3 (Steam) freezing for a few seconds every 20-30 seconds.

I'm having trouble running Hitman 3. It will load up correctly, but once I'm playing, it will start freezing for a few seconds every 20-30 seconds. This started happening out of the blue, a week or 2 after their most recent update. I didn't change anything in my PC before it started occurring. I've already tried contacting their support, but they eventually pointed me here.

What Hitman support made me do first (without result):

• Verify game files through Steam
  
• Update drivers
  
• Reinstall Steam and run it as administrator
  
• Manually clearing the cache of the game
  
• Full reinstall of the game
  

After this I sent them DxDiag and MSinfo files. They then told me the following:

"After an in-depth analysis of your files, we have identified your issue might have been caused by corrupted drivers and a memory leak occurring in your computer; this issue is logged as "RADAR_PRE_LEAK"."

They made me do the following, in this exact order (again, without improvement):

• Clean boot
  
• Uninstall GPU drivers
  
• Reboot
  
• Let Windows reinstall basic video driver
  
• Clean boot
  
• Run System File Checker
  
• Re-run System File Checker 3 more times
  
• Install GPU drivers
  
• Clean boot
  
• Launch the game
  

Unfortunately that didn't help either. They then told me this:

"In this case, the cause might be deeper than 3rd party software and it would require additional operating-system-level investigation. Since we are not certified Microsoft technicians, we won't be able to adequately assist you with that, so I would like to recommend you to reach out to Microsoft support directly as they'll be able to analyse your system in-depth and advise you further."

So that's why I'm here now.

My system info:

Windows 11 Home (upgrade last weekend, I had the same problem before upgrading as well)

Version 10.0.22621 Build 22621

CPU: Intel Core i5-9600K @ 3.70GHz

RAM: 32 GB

GPU: Nvidia RTX-2080ti

If any more info is required, please let me know.

Hitman 3 is the only game I have real problems with. The only other game with an occasional freeze (but that's only every 30-ish minutes) is Train Sim World 3. Every other game works flawlessly, including new games like Hogwarts Legacy.

EDIT: I also tried installing the game on another drive, in case it was caused by a bad drive, but I have the same problem on both my sata SSDs and my HDD.

 

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

ie 11 now takes 30 sec to start loading my start page

Internet Explorer 11 now takes 30 seconds to start, loading my start page (the BBC website). If I run IE with admin rights the same start page loads in 3 seconds.

Does anyone know why?
