Windows 10: 403 forbidden

A Microsoft support agent just had me do a windows reset and it deleted ALL my apps. This was because after the new update, my pc wasn’t connecting to the internet, I tried h to info, and eventually I did a network reset. This did not work, then I found something online saying to delete the network driver then restart your pc, so I did, and I got internet but now I have a 403 forbidden thingy that prohibits me from opening any websites, using any troubleshooters, and some apps thought I had no internet, some settings in the windows settings thought I had no internet but my internet status in s
