    Hi csenger41,
    I had the same problem as you and I solved it now.
    I have a Samsung laptop which has a program called "Samsung Settings", after changing the settings in "Silent mode" from "Auto" to "Off", my CPU usage is not anymore limited to 44%. Additionally my CPU core speed is not limited to below 1ghz but goes up to the maximum of 2,5ghz.

    If you have no Samsung laptop with this program, I would recommend that you check your PC if a similar program is installed. I am sure that the big brands like Sony, Lenovo and so on have similar features.

  3. One thing you might also want to check. I at one time had a very similar issue to you. What it ended up being is my power adapter for my Dell laptop. They along with others Im sure have a pin in the middle of the power connector that acts as a communication pin for the power supply. This allows the power supply to communicate with the computer, relay information such as PSU wattage and voltage.

    In the case of my Dell, the wire for this pin came un-soldiered. Because of that, the laptop would go into limited performance mode so as not to overdrive the PSU. This limited the CPU performance to around 50%. Drove me nuts trying to find out why till I did some looking. Took me forever to find. It might not be your issue, but if you can, try another power supply. You can get third party PSUs on eBay for cheap. Might not be something you want to use all the time, but would be worth a shot. If it ends up fixing it, you can also often times find OEM supplies, but they tend to be much more expensive. Then keep the cheap one as a back up.

    Thank you very much for your reply. Spent like two weeks to figure out what happened to my laptop, and found your post about power supply. Exactly my issue, Dell 5555 laptop, lowers cpu frequency to 0.98 GHz when that pin is not properly connected. Thank you very much again.
