Windows 10: 4gb RAM but only 3.47 gb usable

Hi, I have an ASRock H61M-VG3 Mother board with a maximum RAM amount of 16gb. I have 64bit Windows 10 Pro. I have 4gb of RAM but only 3.47 gb Usable. Does anyone know how to help because I would like it fixed because I am upgrading to 16gb Ram, and it would be ridiculous to have 16gb of RAM but only 3.47gb Usable.

Why is My Usable Memory less than Installed Memory in Windows 10

Basically, the title says it all.

I have a (pretty slow) AMD E1-2100 APU with Radeon(TM) HD Graphics 1.00GHz processer

Installed memory says I have 4.00 GB RAM with 3.47 usable. Any suggestions why and how to fix it?

 

RAM is lesser than acually installed

In my dell inspiron laptop I have 4gb of ram installed but 2.39 gb is only available to use. checking with resource monitor it shows hardware reserved memory for 1651 mb. when I added 2 more gb it shows the same 2.39 usable out of 6 gb ram. give me a
solution.

Some of your memory may have been reserved for hardware. It is possible you have not disabled your on-board graphics and so memory is being used for that. Check your BIOS settings.

 

It sounds perfectly normal to me. I don't know why you'd think you'd be limited to 3.47 GB if you upgraded to 16 GB, but that wouldn't be the case. Anytime you use something like onboard graphics, some memory is always reserved to be the frame buffer / graphics memory.

My Latitude E7250 laptop with 16 GB of memory shows 15.9 available.
