Windows 10: >95% memory constantly being used, simple games unplayable

My computer was extra slow today and when I tried to play games I got unusually frequent lag spikes. I checked task manager at it was at 96% even when I ended all my main programs! Why does it feel like my computer just got replaced with a school issued chromebook? What invisible force is hoarding all my memory?

P.S. I tried some youtube videos that tinkered with windows regedit to try and fix the problem but they were not effective at all. P.P.S. I ran a full windows malware scan and nothing popped up.

Windows 95 games

I have some old windows 95 games that I would like to install from CD to windows 10. Game trying to install is "Command Aces of the Deep" Problem says incompatibility with windows 64 bit versions. Any suggestions ?
