Windows 10: $99.00 Home to pro upgrade

I purchased a $99.00 upgrade for my Surface from Win 10 Home to WIn 10 Pro. The Surface failed and was replaced by Microsoft. Can that digital license be moved to the new device?

Run the Update Troubleshooter on the computer.

• Change the view by option on the top right to Large icons.

upgrade assistant stops at 99%

I am trying to upgrade from Win7 Pro to Win10 using Upgrade Assistant but it will not get past installing 99%. I even left it for two days. I have tried a lot of things suggested on the internet but nothing works. Afraid to try Media Creation Tool in case
it is a clean install and wipes out my Win7 Pro. Any ideas? Please and thank you.
