Windows 10: A bunch of my applications wont open or work

My pc crashed last night so I got off and when I got on this morning I tried to open discord and steam which neither of them opened. I've been trying to find solutions online to fix these two including using sfc/scannow in the command prompt and deleting and reinstalling my applications. I feel like my only option is to just give my computer a fresh restart but I don't want to lost all of my files.

Please answer the below question to understand the situation better,

• Are you facing this issue on a local account or the Microsoft Account?

Please follow the below steps and check if it works,

• Press “Windows key + I” to open the Settings screen.
  

I suggest you to sign out from the current user account, restart the computer and then sign in to the Administrator account to check if this helps

Open With opens with different application then the one selected

Can someone please provide the steps to fix this? This is maddening!

I just upgraded to Adobe Photoshop Elements 15 and now it doesn't even show up in the list of Open With applications.

I don't want Adobe Photoshop Elements 15 to be the default application to open image files as I use numerous different applications to work on my images. I just want it to be an option in the Open With list.

How do I get Adobe Photoshop Elements 15 to show up in the list of Open With applications and how do I confirm that when I select it to open a file it actually opens instead of some different application.

Explorer.exe, Werfault.exe, RuntimeBroker.exe (application errors). start wont come up and application errors wont go
