Windows 10: a galaxy like structure of white stars on my windows 11 home screen

I see such a structure, which looks like a galaxy of stars, on all my Windows screens irrespective of which app I am running, like the Windows home page, Windows Settings, Chrome, etc. in the background. But if I launch Terminal with a black screen, I don't see any spots, which kind of confirms that my display is good.I am including a print of one such screen for you to take a look.How do I resolve this issue?

Windows 11 File Structure

Microsoft pushed Windows 11 to my laptop, but my desktop machine is still on Windows 10. It would be nice to have both machines on the same OS. However...

The file stucture in Windows 11 is really confusing. There is a desktop link on top and another desktop link inside it. Everything on the desktop is listed in the top desktop folder, and then in another desktop folder within the top desktop folder. Pictures and music and videos are listed in the top desktop structure and then again in a folder called Libraries. Desktop files are also repeated in the C drive folder>Users>MyName>desktop.

Why is everything listed in multiple places in the file structure? Can I change that file structure? How? I'm afraid to just delete the folder called desktop inside the top desktop folder.
