Windows 10: A layer on the desktop display, can see the background little bit

I have got this weird problem. A layer comes on to the desktop. It doesn't cover the entire desktop though, I can see the background at the top. Tried uninstalling unwanted programs, reset the PC completely now after taking a back up and the layer comes up. Its like a blue grainy structure

Lost desktop background

I did a Search & Distroy spyware scan the other day, and one of the suggested "fixes" said something about removing Active Desktop. Like the muppet I am I clicked yes and am now without a desktop background picture.

Does anyone have an idea how to reverse this? If I try to select a picture it's simply not added as a background.

I suggest you to try the steps below and check if it helps.

• Press Windows Logo Key + I. Then click on Personalization.
• Click on Background to change it.

Color bit depth is at 6-bit on Display properties of Windows 10 pro

Try the below suggested steps and check if the suggested options are available to change the Color bit Depth value

1. Right click on the desktop and select NVIDIA Control Panel.
2. Expand the Display, and then highlight the Change resolution.
3. On the right side, check if there is 8 bpc listed under
   Output color depth.
4. You may select 8 bpc and restart the device to witness the changes.
