Windows 10: A program called "System" use CPU util up to 30% sometimes occurs

Hello, recently I have an issue with my laptop, so sometimes when I just browsing or playing games and look up on the task manager I can see program called "System" taken up 30% while gaming and 15% at idle.... When I check through Process Explorer and find out System Idle Process taking the CPU util for about 80 points or smth?.... Please I need permanent solutions for this issue. I've ran sfc and memory diagnostic, and also I've reinstalled this pc. I also can feel the difference between the program called "System" running high or low because of the higher refresh rate.

CPU utilization won't go above 30%

I have an HP Pavillion 14 laptop. Intel Celeron 1.6GHz 2 core. 2Gb RAM. Windows 10.

It's running really slowly. So slow that its unusable right from the very start. I check the resource monitor and the CPU never goes above 30% utilization or 0.48GHz. It's like its been capped at 30%, it goes below, but never above. I'd have expected it to be working a lot harder than that.

I've tried

1. Uninstalling all unnecessary programs (antivirus, various preinstalled HP applications)
   
2. Changing the power plan to maximum power on both battery and plugged in
   
3. Running a system check (by pressing F2 when the computer turns on). Nothing was found.
   
4. Checking for updated processor drivers via Device Manager. None found.
   

Any ideas?

CPU won't go above 23% utilization

I have a custom built PC. specs are below. After some recent problems and a full windows reinstall it seems that my CPU won't go above 23% utilization. I have set the power plan to high performance and am using Prime95 to attempt to stress the CPU. When
I look in the BIOS everything looks correct. The CPU temp is reasonable, it detects the CPU as 3.4ghz. Windows also detects that the model of the CPU is correct and lists it as 3.4ghz in system properties. When viewing the CPU on the performance tab of
task manager is lists the speed as 0.78 GHz and that number never changes. It's like it's stuck on that number. Any help on how to troubleshoot this problem would be appreciated!

Bios Version: F22e (latest)

Graphics: Onboard Intel 530

RAM: 16gb DDR4 2133

PSU: 550w
