Windows 10: A program can't register to its site

Please, read to the end. On Windows 10, I Installed a program that tries to register over Internet but fails saying it can't connect to his site because I have an Internet problem. Naturaly, I have no problem with Internet. I tried with my wirewall and my antivirus off without succes. I tried to install Windows 10 on another drive to check on a fresh install, same result. I tried to install Windows 10 on another computer an old laptop; this time, the program register perfectly without any modif to anything. It's like Windows adds a security level because of the new hardware.

The only thing this doesn't cover is the Step-up program. I'm fine with that because I got the price cut anyway. I just hope to get the card by this weekend if not early next week. I have a itch to bench. *Rockout :rockout:

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
