Windows 10: A Program in Windows 10 has been blocked

Hello,


I have a program "MYOB".


Up until recently, things were working fine. But yesterday, when trying to open the app, a Red UAC window shows up saying the app is blocked by an administrator for your own security and to contact the admin.


I can open the app via CMD with admin. I can open with built in Admin.


I made a new user with admin privilege and the new user cannot open.


I scanned for malware and viruses, despite Norton Security running fine. All good.


The only possible significance is I believe windows recently upgraded to 1909.


I tried reinstalling, but it did not fix it.


To allow Users open the app, I used the Registry to disable UAC.


currently accessible but don't like the idea of UAC disabled.


People only seem to have workarounds and don't actually have a solution on how to stop making it "blocked".


Any ideas on what's going on and how to FIX it.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
