Windows 10: a ransomware has full administrative and blocked me out from deleting it

this app entered through a misleading message asking to update an application as soon as I accepted it downloaded itself on to my laptop over time I see its started to incrypt my files/documents/videos after a while it made itself have administrative access and lock my windows defender out than block me from accessing its root app tried to delete it denied me I tried open task manager and its blocked then it started to open loads of webpages every few 20 sec Ive tried running malware scanners I scanned it for 2 hours with full scan still there it wasn't able to detect it im guessing tried doing the safe mode delete method couldn't because I have no idea what its file name is
