Windows 10: "A required privilege is not held by the client" when trying to open Paint from start shortcut

The shortcut for Paint suddenly produces the "A required privilege is not held by the client" error when I click it; however, Paint opens normally without error when opened by searching it. I've tried removing and then re-adding the pinned shortcut, but the problem persists. Any idea what's causing it?

Hello. I am running Windows 10 on my PC and I have recently started getting an error message. The error occurs when I try to open some .exe files, but not all. The message reads "a required privilege is not held by
the client". I can`t find a solution, and I only found a couple of people who have the same problem.

In the past week or so I have on occasions but not always been getting the message “ A required privilege is not held by the client” as screenshot below whenever Windows 10 Home launches. Why and what does it refer to?
