Windows 10: A Segment of my Screen Keeps Flickering

A screen flickering problem on my pc keeps getting worse over time. It only happens on the top part of the screen and it flashes black. I switched between different hdmi and display port cords and it still occurred. I ddu wiped my graphics card driver and downloaded the most current version and it still occurred. I bought a new monitor and it still occurred. I changed the refresh rate of my monitor and it still occurred. After the testing I have listed I think it's a pc issue but I can't figure out where. I will add that the problem occurred more frequently on my old monitor compared to my new
