    You can skip tips, but you can't really set Windows to skip just 1 tip in all its tips but then show the rest.

    Go to System > notifications & actions > Turn off "Get tips, tricks, and suggestions as you use windows"

    Click your Start Button, then, just type tips

    Does the Tips App not appear in the resulting list on your PC?

    If not, click your Start Button, type winver and hit Enter

    On the resulting dialog, what Version No. and build No. of Windows 10 are you running?
