Windows 10: Ability to circle an object on my computer

Hello Everyone, I'm sure my question will seem elementary to the majority of you, but I'm not tech-savvy enough to figure out how to do it. I have Windows 10 as my OS and I don't know if there is a feature already downloaded on my computer that would enable me to do that. If not, can somebody please tell me which program I would need to download to accomplish what I'd like to do? If you can, would you please give the steps in the easiest to understand as possible? I've been wishing that I could find out for a very long time and just tonight I saw a picture that has an object that is camouflage

Your computer needs to load a specific task that is why you possibly experience a swirling blue circle. To better assist you, we'd like to gather more information:

• Have you made any recent changes prior to this issue?
• Did you get any error messages when you tried to boot up your computer in Safe Mode?
• What specific task are you trying to do?

Meanwhile, we suggest that you follow the steps in this
article to boot up your computer in Safe Mode.

How do I reformat entire computer?

Update:

• I probably should have taken better notes on what I've already tried
• I created the USB flash drive as directed in #26. That did indeed install W10
• I now am at the same point that I described in my post #6, with my drives still being dynamic rather than basic and the following exceptions from my post #6 (not sure)

- Now all of my data is on the C:\ drive rather than the various folders like "My Documents
- I apparently need to reinstall my display driver. The display is wonkey (circles are ovals) and I can’t seem to adjust using the settings menu.
- Other partitions that came installed with my HP notebook like System, Tools, and Recovery now have different drive settings

So I’ve come almost full circle except with a few steps backwards. I’ll try more carefully to follow Post #2 and #7 as suggested. Possibly I missed as step with those earlier. I’ll also check with my other software to see if there is a simpler way to revert my computer back to the way it was out of the box.

• Did you make any changes to the computer prior to the issue?
• Do you get the Blue circle when you are working on a particular application?
• Which anti-virus program is installed on the computer?

Perform the steps suggested by ZMM2 on July 24, 2013 and check if it helps.
