Windows 10: Able to find directory with 8dot3 naming convention but not files

The file is there though:

Does Dir command give you error message when you use the 7ZAEXE~1.BAT short name?

Also try Type command to see if it gives you error message.

Can you also make sure 7ZAEXE~1.BAT batch file is not been blocked by your antivirus program.

 

Yes, dir does not find the file with the short name. It's not being blocked by the antivirus program either.

 

There is no Windows 10 setting that is disabled blocking your access to that file using short name of the file. If there was such a Windows 10 setting that is disabled then you should also not able to use Dir PROGRA~1 command which you can without error.
