Windows 10: Abnormally Slow Download Speeds

Recently, my PC has been showing incredibly slow download speeds from speedtest.net (~3-4 Mbps). It was fine about a week ago but I have no idea what changed. I usually average anywhere between (~40-70 Mbps). My ping is low (~15ms) and my upload is normal (~36 Mbps). The PC has no other issues regarding CPU/GPU. Everything runs smoothly except when I try and do things on the network that require >4 Mbps. I've tried to diagnose and pinpoint the issue but can't seem to figure it out. I think I've narrowed my options to problems with my PC's software and will outline below different solutions/tests that I've tried:

• I don't think it's my router/hardware setup. (I do have a bit of a weird setup: router is hooked up to Google mesh and my PC is wired to one of the Google mesh points.) However, running speedtest gives me normal results on my work Macbook Pro and on my phone (~40-70 Mbps). I've also tried using just WiFi like those devices do but still get slow results.
• I have an ASUS ROG STRIX B450-F GAMING motherboard. I've installed the most recent chipset, audio and LAN drivers. Nothing seemed to work.
• What's even more confusing is that there will be some brief periods where I'll speedtest and I'll get my normal speeds (~40-70 Mbps), so I thought it might be due to some program throttling my speeds but I've gone through my entire list of programs and can't find any suspect. Checking Task Manager also doesn't show any suspects as mostly everything is at 0% network usage.
• I've run a full PC scan with no issues using Windows Defender (let me know if you think I should try another one).
• I've run the troubleshooters and they can't find any issues.
• There's nothing in the Windows settings that is limiting bandwith. I don't have metered connection on.
• I've run the command prompt as admin and flushed my DNS, renewed ip, disabled autotuninglevel (and also set it to normal) with no change.
• The next thing I'm contemplating is using a VPN which helped somebody else, but I'm highly doubtful of this solution for my particular use case.
• I've yet to do a wipe/reinstall but I want this to be absolute last resort since I'm dreading having to reinstall all of the videogames and audio plugins/VSTs I use for music production

I'm not sure what else to do at this point. Any advice helps :/

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.

Microsoft store download speeds and windows 10 app load speeds are very slow
