Windows 10: About error code 0x8007139f

Whenever I put my pin to allow a software to make changes to my device It gives me this error code "0x8007139f". I have replaced my my motherboard and CPU and I need to reformat my window's. However I can not run the insulation software because of this issue. Id Love some help

When I try to scan my PC , it says that the scan could not be started and "the group or resource is not in the correct state to perform the requested operation." and displays the Error Code 0x8007139f.

I several times restarted the computer but it shows same Error Code 0x8007139f.

i am using

WINDOWS 10 Operating System (64 bit)

Activated with Digital Entitlement
