About processor compatibility with Windows 11 - the Intel i7-6500U 2.5Ghz processor with Turbo boost up to 3.1Ghz - meets the requirements of Windows 11, but is not listed as compatible, why?

Windows 11 and Intel i7-7600U processor

I know that Intel i7-7600U processor is not in the compatibility list of Windows 11 automatic upgrade, but I have read that it will be possibile to install Windows 11 on those processors starting from an ISO file. Is it true? If not it will be supported lately?

Intel®Core™i7-6500U is listed among the compatible processors, but the Health Check says that it is not upgradable to Windows 11.

So why am l not able to uprade to Windows 11 if it is listed among the supported processors?
