Windows 10: About wifi name not showing up in available devices to pair on laptop

My wifi is connected to the phone and other devices. When trying to connect the device to the laptop it isn't showing up. I can see various other wifi names but not the one I have, tried everything available but it still isn't. Now I have connected it through hotspot of my phone which again is connected to the wifi and then it is working. Would love to know how can I connect it directly from the laptop.

Change the name of paired Bluetooth devices

Laptop won't show list of available networks

I was wondering can you put anything as a wifi name for example I wanted to put CIA-outpost-#### random number is that illegal? I've seen FBI surveillance van 006 before on my list of wifi names I can pick up.
