Windows 10: access denied message when I try to run C++ program

On windows 10, HP laptop computer, I wrote simple program:

main{}

that doesn't do anything, compiled it and tried to execute it and received error message "access denied"

Why? What am I doing wrong? How can I fix this?

This happens in any new folder that I create or any name I give the file containing my source code

Access to Program Files denied

I've set up Avast to run my daily scan via the program ashcmd.exe and then display the report file, "quick.txt", which is stored in C:\ProgramData\AVAST Software. I was able to edit the report and save it last week but today I got the message

Is there a way to access the file and save it?
