Windows 10: access denied to specific site

I finally succeeded in setting up an account at irs.gov and now then I put my user name in it says access denied and has a big long code following the the denial. Why is this happening?

I have just recently experienced the following error:

Access Denied
You don't have permission to access "http://shop.lululemon.com/?" on this server.

It is specific to this website and from my one device. It arose while using Chrome which I then reset, reinstalled, and tried in incognito mode. I tried it with https and http. None of these things made a difference. So I tried it from other browsers (Edge,
Safari) with same issue.

I have never run into this issue before and have tried everything I've found on different forums except for turning off my security app altogether.

Any tips, techniques you can suggest?
