Windows 10: Access denied while accessing the admin$ from network

I have account named "test" which is a member of Administrators" , when i tried to access the admin$ and provide this test credential at UACgot access denied error.Note : i have already tried adding LocalAccountTokenFilterPolicy with value 1 , disabling UAC .

LAPTOP is not accessible ..... Access is denied.

I am trying to share a folder on a LAPTOP. I have other a number of other systems that have folders Shared and they work fine, but with this one I get the error "LAPTOP is not accessible ..... Access is denied." when I try to access it from a different Win10 system. So I went thru the entire "How to Share Files and Folders Over a Network in Windows 10" tutorial step by step. File and Print Sharing is enabled, SMB1.0 client & server are running, and Everyone has Full Access to the Share. Still get the error. I have tried it with the Network Public and Private, with the same result. Any suggestions ?

denies admin access for everything

I am facing a issue in my pc, it asks me for admin access or denies me of admin access for literally everything. For example when i try to download something from my browser, it denies me of admin access and then I have to save it in a location other than
desktop and then copy or move it to desktop. its very inconvenient so please suggest.

But that is the [local] Admin account whose credentials you will use to authorise your network access [step 7 of my suggested procedure].
