Windows 10: Access denied you do not have permission to access this pc

After upgrading to Win 10 version 20H2 and then going back to version 2004 because 20H2 caused the PC to run to slow and some programs would not open. I now can no longer access the PC that went through the upgrade and then roll back by the other 2 PC's that did not go through the upgrade process. I keep getting access denied no permission. The other 2 PC"s are using 2004 version.

The PC that went through the above process can access the 2 that did not.

I have checked advance Sharing and required services and all are set to where they should be. Credentials likewise.

It should be noted that the affected PC shows it is back to 2004 in systems, but windows update still shows 20H2 is installed.

Control panel no longer shows 20H4 installed in update/upgrade list.

I have tried all kinds of suggested fixes and solutions to remedy this with negative results, short of reinstalling win 10 on affected PC.

Is this some kind of a problem caused by my upgrade to 20H2 and then the roll back to 2004 on the on PC?

After following the steps suggested, I get the message "Access denied" in command prompt.

Please advise how to allow permission.

thread about adding the site to the trusted list.
