Windows 10: Access to C drive is denied.

I was making a new guest user profile for my windows 10 PC. For that user I was allocating permissions to different drives. But accidentally I blocked both the new user profile and my main user profile from c drive. Now I can't access any apps or c drive. Eventhogh I'm administrator. I tried changing the permission again. It doesn't work as the window gets frozen after drive>properties>security . What should I do?
