Windows couldn’t find any problems with the firewall on your computer.Contact the service provider or owner of the remote system for further assistance, or try again laterI contacted the website owner who advises that hsi webmaster reports no problems at his end.     I assume you're in a private network and trying to use VPN to access the public networks, am I right?

    If so, the whitelist to a specific URL on port 443 may mean you should set the firewall to allow 443 port to be accessible.

    You should open the control panel and then add rules to allow TCP 443 port, please follow the steps refer to this article:

    Hi Dexter,

    Thanks for your help. It's appreciated.

    I'm just trying to be able to use a VPN to access a public network. Those instructions you refer me to seem to make the port accessible, but there's nothing about a specific url. Does that mean anything that uses that port will bypass my firewall? Is that
    safe?

    There are several reasons why a website takes too long to respond. One of which is if the internet connection is intermittent. To isolate the issue, please answer the following questions:

    • When did the issue start?
    • Were there any changes made to your computer prior to the issue?
    • Are you connected via wireless or wired connection?
    • Does this happen to all websites you visit?
    • What troubleshooting steps have you done so far?
