Windows 10: Accidentally shut down laptop during factory reset

During factory reset screen went black so I force shutdown windows and now it pops up to restart windows and then restart installation and then screen goes black

Accidentally shutdown laptop during factory reset

The laptop was accidentally shutdown during a factory reset. Whenever I boot it up, it loads as normal but none of the application works. The start menu doesn't open and I can only access it when I right click. Anything involving administration privilege
doesn't work so I cannot continue the reset. "This file does not have a program associated with it for performing this action... etc" error message whenever I try to open an application. I don't know any other solution to fix this issue. I tried reinstalling
Windows 10 with MediaToolCreation.exe from my USB but since it's an application it doesn't start. The laptop is a Dell Latitude e6510, an old laptop but the unit is still good. It's out of warranty unfortunately. Would a System Builder be my solution?
