Windows 10: Accidentally Shut Off My Computer While It was Resetting.

When I was resetting my computer and wiping everything from it. One of my siblings made a mistake and closed it. I went on YouTube to find a solution and I did but then another issue happened. Now the computer is in a loop. It says, “Installing Windows..” “Your PC will restart several times.” It restarts multiple times and it stays at “64%”. I left it on for a day and it’s still looping. I tried going to BIOS, pressed shift, Windows Key + x + Power Button, and it stills doesn’t solve the issue. Took it a part and it still doesn’t solve the issue. I need some help!

Windows 10 is unable to complete shut down

We suggest doing these troubleshooting steps below:

Method 1. Hard Reset

• Shut down your computer.
• Remove the cable and wires connected to your computer.
• Press the Power button for 10 seconds to completely drain your device.
• Check if there's any changes.

Method 2. Shutdown trick.

• Press Windows key.
  
• Press and hold Shift.
• Click the Power icon.
• Select and click Shutdown.

Computer shuts down at welcome screen

+1 to reset cmos, that's the first step, IMO.
After resetting cmos, make sure you enable AHCI in BIOS if you're using a SATA HDD.
