Windows 10: Account Hacked Which Contains my card details

Today my Microsoft account was hacked into and had all my ways of accessing the account deleted and replaced with the hackers own email etc, however I have my card details as well as a reoccurring subscription to Minecraft realms on the account which I would like to stop and prevent the hacker from abusing. I have tried submitting the acsr form twice both attempts failing to verify me as the owner what do i do now? It is essential that I get access or have my subscription and card details revoked from that account. I also have some games I want access to again but that is less of a worry.

• To whom do I report?
• Where do I send header information?
• How do I recover my account?

System details:

• Running Windows 10 on an HP all-in-one computer
• Office 365

77000 Steam accounts hacked every month

Ironically I've had the same crappy password since I made my Steam when HL2 came out and never been hacked, but I've had my Origin account jacked twice with a much more complicated password. 2 step on Origin fixed this problem, but just thought it was kind of funny. I went with 2 step on Steam to be safe too.

 

credit card details already exist

Two things you can do.

• Visit commerce.microsoft.com and then head over to the billing section. Remove any credit card details that may exist and make the card section completely empty. Then head to windowsphone.com and then try to buy the app and it will prompt you to enter fresh
  credit card details.
• If the previous step did not work, don't waste time on online research or forums as this is a billing/account related issue. Straight away, head over to gethelp.live.com, start a chat with a billing person and they will take care of this.
