1) this is happening for ALL users, even a brand new user, on this one particular machine (not other machines), and using a picture that works on other machines (but not this one)

2) to no avail, removed the following three folders and rebooted:

c:\users\whomever\appData\roaming\microsoft\windows\accountPictures

"c:\programData\microsoft\User Account Pictures"

c:\programData\microsoft\windows\systemData (note: took ownership and and gave myself rights, before being able to delete)

note: also cloned these folders from another machine and rebooted (to no avail)

3) ran the following (powershell as admin), to no avail:

sfc /scannow

dism /online /cleanup-image /checkHealth

dism /online /cleanup-image /scanHealth

dism /online /cleanup-image /restoreHealth

note: the correlation id changes every time (so unsure why MS programmers include that, like it's not a clue)

not looking for tier 1 suggestions or to be pointed to a similar problem (with suggestions I've already ruled out); looking for someone who got the same specific error code, and what they did to fix (besides clean slate--unsure it's worth the hour I've wasted, and def not worth a clean slate--the grey silhouette is just fine)

When I try to change the picture of my Windows account in Windows 11, I get this error "Account picture error, the picture couldn't be saved"

Yes I have tried that already as listed in OP.
