Windows 10: account settings are out of date

every 2 days I get the message : your account settings are out of date.... I follow the link fix account and provide my password and I get the message : your account has been updated succesfully. Then I click on the button done. No further issues and then every 2 days I get the same message and have to repeat the same process again. and the every 2 days....does anyone has a solution please?

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

• What is the complete error message/ error code of this issue?
• What is the exact issues you are facing?
• What are the troubleshooting steps you have tried to resolve the issue?

Step 1: I suggest you to check if there are any updates for Mail app in Windows Store. If found try to update the app.

Step 3: I suggest you to check with the system Date, time and Time zone
is set correct.

Follow the steps to set the date and time:

• Type Date and Time in the search bar.
• Click Change date and time button.
• Click Apply and Ok to save the date and time.

Note: Click on the Time Zone tab to check the Time Zone.
