Windows 10: Action Center problems after scaling

Just purchased a nice 4K AOC monitor, however I'm having a serious problem with the Taskbar/Action Center:Often times the icons/clock just disappear completely.The recommended settings have me at 3840x2160 and 150% scaling.I've tried other scaling options, but to no avail.I've tried shutting the icons off/on, etc. Nothing solves the problem permanently, and the symptom changes often, sometimes before my eyes I'll notice the items disappear, or I'll notice them go from organized to jumbled, etc.The only thing that works permanently is to keep scaling at 100%, but everything's so small, then,

Action Center

Let's follow these steps to disable action center:

• Click on Start, type notifications in the search box.
• In the list, select notifications & action settings.
• On the right side, click on turn system icons on or off.
• Turn off action center from there.

To stop action center notifications, I suggest you to follow the steps given below:

  enter.

  Go to system.

  Select notifications and actions.

•

Disable Action Center in Windows 7?

Unfortunately that doesn't disable Action Center, all it does it cause Acution Center to bitch about the Security Center service not running.

Action Center seems to be a different beast from Security Center...

And telling it to not display any messages gets it out of the way, the same way disabling the icon in the suggestions above does, but Action Center is still enabled and running.
