Windows 10: Activity/Loading Ring constantly flickering.

Every 1 second the little blue loading circle flashes.What process or app causes this?. Is there a solution for it?

Windows 10 upgrade froze during install

I did this, sort of. I actually tried clicking around for the logon logo as there is no password. Then once I hit the right spot I got the old Windows 7 loading wheel (instead of the spinning dots of win 8.1/10). It and the cursor sort of flicker constantly,
but it does not appear to be frozen. The HDD seems to be crunching away which I'm allowing myself to believe is a good sign.

But the windows 7 load ring? What could it mean? I did a hard reboot to try and reset it. Does this mean that maybe Win 7 is trying to come back and the display driver is screwed?

Any ideas?

 

after 14951 mobile spotify does not function

After the last two fast ring updates Spotify no longer works and constantly loads but will not play saved playlists. Is this a known issue?

After looking at your specs, especially your processor , I am guessing that Windows 10 is taxing its capabilities. Try shutting off most startup programs (with the exception of antivirus these are not generally needed) and seeing if you can reduce your processor load and improve this condition. Turning off some of the more esoteric visual effects would also help if this your problem is due to processor constraints. Post if you need more direction.

 

Well, Task manager shows pretty minimal usage on all ranges when idle(cpu ram disk & network) , nothing jumps in sync with the loading ring either, its not slow by any means , wont happen in edge or chrome ,various other programs , only seems to happen in basic explorer.

 

I stand corrected. I'm glad I'm wrong on that front.

Windows Error Reporting Service. Turns out its OneDrive attempting to launch,disabled it at start up ,as snakeeye's was right! It would max out at start up leaving ondrive hanging unable to execute ! Thanks all!
